Description	Implement a Comcode wizard, much like the current block wizard. In fact, incorporate the current block wizard into the Comcode wizard, if the user selects a block tag. Allow the wizard to be re-loaded for a Comcode tag if that tag is highlighted. Make this clear in the UI.

This is implemented for 5.1. The reloading aspect is not going to be implemented though. Instead we have a preview function in the popup which means people can use that for tuning, before adding. Trying to integrate with editor selections would be very error prone due to cross-browser problems.
