Description The attachments manager UI is very bad when users have more than a few attachments (which is a reasonable thing to happen). It also doesn't always work (sometimes, clicking a button does nothing).

Improve the UI so that it is more effective for those with more attachments.
Additional information My thinking is just using a tree-list grouped by Year, and then Month, and finally attachment titles. Hovering over an attachment title displays a preview in a tooltip. Click it to be prompted if you want to use or delete it.
