Description	Sometimes, when adding or editing a post, the add or edit time gets set incorrectly. I've had it set to the time of the previous post. I've also had it set to 4 hours before the current time. Most of the time, it is correct.

The original code created website comment topics with the add time being the same as the content add time. But since these did not get created until the first comment, this created situations in which a new comment topic would appear older in the list.

I did not like this behaviour. And, it messed with comments themselves (I adjusted that behaviour to accommodate migrating comments from other systems, such as the old Mantis issue tracker).

A fix was implemented. Website comment topics will have their add time respective of when they were actually created, not when the content was created (for that, one can always look at the content itself).
