Description The persistent cache is fundamentally broken.

All non-database caches are trying to run operations that do not need to be run (they only need to be run when using the database cache, because the database always stores as a string).
Steps to reproduce

Additional information Fixed in 11 beta 9.

The fix is embedded in a massive code overhaul. Therefore, I cannot provide a commit or hotfix for it.
