Description Currently, Composr allows new member registrations when the site is closed. This can be problematic if someone joins at the same time Conversr is being upgraded.

Do not allow joining when the site is closed.
Steps to reproduce

Additional information This will prevent race conditions when a join occurs at the same time the upgrader is upgrading relevant tables.
