Description If you send a CSV directly then people cannot unsubscribe. Likewise if people unsubscribe, then you reimport them, they'll be resubscribed.

This is technically correct. You cannot unsubscribe if it is a one-off. And if the admin keeps reimporting you, it is the admins fault.

But it is not very helpful. It would be good to automatically maintain a fixed list of unsubscribed email addresses that works as a consistent block, regardless of what the admin does.

Only remove a block if an address is explicitly resubscribed on the front end.
