Description Create a "stale topics" non-bundled addon for Conversr.

Can define on a per-forum basis the following options:

* Topics are "stale" after x days without a new post.
* Define behavior when a topic is "stale": Notification only (staff checklist item), unvalidate, close, sink, delete, or move to x forum.
* Add a new scheduler hook to perform relevant actions.
