| Description | When trying to create a new folder under /var/catalogues, a 403 forbidden is thrown.
Expected behavior: The folder is created, but a catalogue is not created until a _folder.cms file is created under the folder. OR... a catalogue is created with default properties / no fields, and a default _folder.cms is created. |
