| Description | Add a new universal block option, the ttl for that block instance's caching.
That ttl value should become a part of the cache signature, so you can have multiple instances of the same block that are now separately cached (necessary for the main_quote block). |

| Additional information | E.g. main_quotes's cache time is hard-coded at 5 minutes, but really there's no technical reason for any particular value here. |
