| Description | Give a nice error message if a TAR file fails to copy from our server due to a Firewall, and advice the user to upload it themselves manually.
If http_download_file detects a timelimit-timeout is about to happen, give a nice error message about it, rather than relying on PHP to do so (as usually PHP will not). |

With regards firewalls, an error is already produced, but it is now clearer as to why a server connection might not have worked (lists possibilities).
