Summary	6168: Static cache: random errors in test
Description	The static cache test always fails, but the failures are random. * Often it is too slow * Sometimes global.css is not loaded * Sometimes the failover message cannot be found * Sometimes a hard exit with FAILOVER_CACHE_MISS is shown
