Summary	6164: Consider disabling logs to the stats table / stats addon when Do Not Track is sent
Description	While the Do Not Track header has not been implemented and failed to become standard, considering our approach to protecting user data, we should at least implement support for this in the statistics addon. Namely, don't collect / log statistics in the addon or in the stats table when the header has been passed. Everything else, including action logs, would still function.
