Summary	6159: Refactor database for validation addon
Description	Pull out all validated and validation time columns. Create a new "validation" table containing the columns content_type, content_id, and validation_time (null = not to be auto-validated). From then on, we will use the validation table for determining when a piece of content has NOT been validated.
