Summary	6113: [beta6] Rules loop (the 2nd coming)
Description	On an install with No members and forums, I am still forced to agree to the Rules but my choice doesn't seem to matter as I am retaken to agree again. As a sidenote, the declarations text need space adding after the checkboxes.
