Description	The quick installer is throwing internal server error on the latest v11 build. Need to go through and see what is wrong in the PHP code.

PDStig 2024-01-25 20:22 administrator ~8236	The problem was that get_charset did not have code to support file arrays. This was necessary to load up language files. I implemented file array support within get_charset. After doing so, I was able to run the quick installer fully through.
