Summary	5487: Health check: HTTPS and WWW redirection fail if using status 200
Description	HTTPS and WWW redirection health checks fail if not using a 301 redirect. But sometimes a redirect is not used (e.g. HSTS for HTTPS, or a CNAME record for WWW). Account for these by allowing 200 statuses as well so long as we are properly using or not using HTTPS or WWW as being tested.
