Summary	5269: Improve addon management detection of installed and not installed addons
Description	Currently, addon management will determine an addon is installed if its hook exists even if it never ran its install code (if it exists). This can happen when coding a new addon for the site which has no modules or blocks but needs to perform install / uninstall operations. This system could be improved by using addon_installed and ensuring addons can be installed if their files exist (even if their TAR does not yet exist).
