Summary	5202: Add API support in forum drivers for closing topics
Description	Add API support in forum drivers for closing topics, which could be used especially for closing the original topic via a support ticket close or merge.
Additional Information	Currently support for closing a merged support ticket is hardcoded for CNS-only.
