Summary	5035: Staff Checklist: Set up system scheduler hook is fulfilled if a hook is run manually
Description	If an admin manually runs a system scheduler hook, then the staff checklist item for setting up the system scheduler is considered fulfilled even if the Cron job is not properly set up. It will, however, re-appear after a period of time since Cron is not set up.
Additional Information	This issue may be more worthy of consideration than the staff checklist as some features, such as the leader-board, check the system scheduler state as well.
