Summary	5014: Authorize.net: Use XML or JSON API for local payments, and Accept Hosted API for non-local-payments
Description	We are currently using Authorize.net's AIM and SIM APIs. However, while they both still work, they have both been deprecated by Authorize.net. We should update our gateway hook to use their XML or JSON API for local payments, and Accept Hosted API for non-local-payments.
