Summary	4950: Implement Permissions Policy / Document Policy / Referrer Policy (holding issue)
Description	Maybe we should have some representation for these policies in Composr, via configuration. Or, maybe it should just be up to the user to set in .htaccess. Ideally I think it would be configured, as we are supposed to not require hand editing .htaccess once a site is running. Update tut_webapp to reference the spec.
Additional Information	Permissions Policy and Document Policy were previously together and named "Feature Policy".
