Summary	4926: Put tooltips for full date/time on contextual dates
Description	Any contextual dates would ideally have tooltips to the full date/time. This likely needs some pretty big refactoring as to how dates/times are generated, like moving them to Tempcode for most cases and reworking the parameters.
