Summary	2551: Allow setting a forum completely Anonymous
Description	I think it would be useful (given the code for anonymous posts already exists) to allow a forum to be completely Anonymous rather than just allowing Anonymous posts within it. Then we will have the options of known users, mixed users and unknown users.
