Summary | 2396: Disable output streaming if no self learning cache yet |

Description | The default for the output streaming was set to off for v10, because it looks ugly when the self learning cache isn't yet primed for a page (CSS loads late). This could happen often as the self learning cache may be frequently flushed, or it may just give a bad impression to an admin using their site for the first time.
A better approach would be to directly tie the output streaming to the self learning cache. If the self learning cache is not primed, don't allow output streaming for that page request. |
