Summary	2174: Allow any WYSIWYG instance to do full Comcode editing
Description	Currently only posting fields get the special Composr buttons, like the button to the Comcode tag assistant. Allow them all to.
Additional Information	To do this we need to change ckeditor/plugins/composr/plugin.js to be able to derive full code for the buttons automatically, rather than working off the back of the non-WYSIWYG toolbar buttons (which we don't want to show when WYSIWYG is off for these non-posting-fields, for space reasons).
