Summary	2114: Resource-fs - robust notification transfer
Description	The "notifications_enabled.l_code_category" field may contain complex mixed IDs (varying by notification hook) which Resource-fs can't currently pick up. Make the system smarter, so that transferred IDs are properly portable based on the Resource-fs addressing functionality.
