Summary	2113: Resource-fs - pointstore permission product transfer
Description	The pstore_permissions.p_category field's ID scope varies by pstore_permissions.p_module, so we can't translate IDs. Make the system smarter, so that transferred IDs are properly portable based on the Resource-fs addressing functionality.
