Summary1270: Support ticket dashboard
DescriptionImprove the support ticket index, have a concept of when replies are due due to ticket priority (i.e. a combination of sorting by last posting date, who the posting was, also considering priority, and whether the ticket is still open).

Show tickets not closed but with the last reply not being staff, in bold.
