Also I noted there is no "Blogs" menu Item under the admin Control panel "Content" menu

I ran through settings and found the under "features" there exists a "Separate blogs" that is unchecked. This seems to have brought back the blogs and added it to the "Content" menu and solved the issue. maybe this should be set to "Checked" for a default?

I agree. Change made in upcoming 11 beta1
