I'm not sure what exactly is happening here. I had this issue in the past. It resolved itself when I was testing for alpha1. Now it's back again.

Update: this issue now also exists in version 10 and is blocking by ability to release v10 patches as well.

In v10 at least... the issue is in fact IP forwarding. When it's off, and IPv6 is used locally, sessions cannot be established. The issue is different in v11.

This was resolved by a sessions IP issue we fixed when making the upgrader establish an admin session.
