I'm not sure where you are getting this. Flow mode is removed in v11. It was replaced with layout mode, which is grid versus carousel. Carousel mode is what flow mode used to be (replaces it for galleries where flow mode was active).

As I am aware you can still only pick one or the other and that's what both desktop/mobile viewers are going to be seeing?
