#5650 - Add tagging to simplified report wizard

I suspect people wouldn't use it right. Issue triage is an expected tag on OSS projects, I don't think it's avoidable.
I'd just make sure bugs come in as bugs, and feature requests as feature requests, and leave further tagging for triage. Not sure if that's what happens already.

The decision tree has a radio list where members choose between feature-request and the bug levels (e.g. what we use on the tracker) and has a version field as well
