This shouldn't be under "Composr alpha testing". It's very hard to see the wood through the trees right now, with so many issues under this project. It doesn't relate specifically to alpha builds, isn't special to v11, and isn't on the roadmap for v11 (and even if it were, it still shouldn't be in here as it's not a "testing" thing).

To me it makes more sense to implement this alongside #5426, i.e. don't poll for when to send notifications, explicitly schedule it. Note this would need to check to see if the post still exists at point of scheduled time being hit.
