I'm not sure what the change is here. Are you recommending changing the documentation, putting this in the build addon UI, trying to auto-detect status?
I think I was suggesting making this a coding standard for addons (documentation) and making an automated test for it.

Seems unnecessary to me, I think it's more of a case of human judgement. I wouldn't consider one addon referencing another the same as a recommendation. For example, you could have some addon that integrates with most of the bundled addons to supplement them somehow, but that's not recommending them, that's serving them.
What do we define as "recommends" then in that case?
It's a human judgement. What the author of the addon recommends it pairs with. For cases where an addon would be enhanced by said pairing, but it's not an actual dependency.
Got it, then this is a useless issue in that case.
