Removed graphic design tag, as this is a coding change. Our existing rank set for v10 is already generic (stars).

Reassigned to myself instead of Patrick because this is a bit complex. We are going to allow a reduced number of default usergroups. Current default groups are part of the installation code, not Setup Wizard code, and changing all these groups has major consequences in terms of any hard-coded group IDs or default permissions.
