Would this make it possible to do something like Personal Galleries by creating another linked catalog of users?

Nope. This is purely about structure. To tie that into code logic or display logic is theoretically possible but to make it flexible enough, you basically end up recreating programming languages (same reason why 4GL databases/programming never took off) - so at that point writing PHP is better.
