It's just CPFs, so we can't control the layout individually. And it's just viewable by staff anyway as you guessed.
Details has photo to the right of it, so to move that up would require some major rearrangement of the page. I'm not sure where we would then put the photo, as the other stuff on there would all be CPFs and the heights wouldn't match well (as the avatar + links is too much height to go next to details).
Besides, I think CPFs should come first in principle.
