Did you definitely do this from /cms/?page=cms_cns_groups?

If you just add a usergroup from the Admin Zone, it won't create the club.
I have analysed the code and this is what I think you must have done, as there are no code paths leading to usergroup but no forum, if you do it via Clubs.
