In summary:
- Add the ability to download/purge account data as a right
- Move contributing to the Composr ecosystem from responsibilities to privileges
- Make several clarifying edits to the languages in the responsibilities section
- Revise language in the voting requirements section
- Clarify that granted rights cannot later be changed or revoked
- Add an amendment allowing us to delete inactive accounts after 12 months (GDPR compliance)

This measure requires 67% or more on "Yay" to pass as it deals with the Constitution.
