Using a DBaaS provider for managing databases?

I have a question regarding databases and I hope that somebody here knows about them.
I would like to use an Open Source DBaaS (Aiven), so that I can store and manage my databases cloud-based.
Now I'm wondering if I need the web console of aiven.io or if it is possible to access it via an API? Does anyone know more about this and where can I find the API?
Then the question is if I have access to all functions the same way as with the web console. I want to load the service into a new cloud. As far as I've been informed, the migration is very simple with this provider.

I don't know anything about Aiven, but I would strongly advise against having a database that doesn't have a sub-millisecond latency to the server you're operating on. Composr can make a lot of sequential queries, so the latency on that would really add up.
