(RewriteRule is working on crossdomain.xml)

I'm not really following what you mean I'm afraid. crossdomain.xml isn't related to short URLs, it's for for controlling Adobe Flash access across multiple domains.
Short URLs are running on this site, for example (http://compo.sr/forum/topicview/browse/designing/short-url.htm instead of http://compo.sr/forum/index.php?page=topicview&type=browse&id=designing/short-url).

Maybe he does mean something else, but I'm not sure what.

instead of

Is not working for me… I get the long "URL scheme"
The .htaccess file has all the RewriteRule and it is working on some like crossdomain so does not look to be apache.

When you try manually typing a URL scheme URL, e.g. /start.htm does that work?
If not, it may be an issue with the RewriteBase line, possibly.
Otherwise it might be that Composr is ignoring the setting. This can happen if it doesn't think you're running Apache, or if it was forced off via a _config.php setting (there's a setting to force it off to get back into a site if it's stopped working right).

"Before you may enable mod_rewrite support, you must enable it on the web server. If you used the quick installer then the installer will have tried to set this up for you in the <kbd>.htaccess</kbd> file but did not manage it. This probably means that changes will need doing to the central server configuration. If you wish to try to change your <kbd>.htaccess</kbd> file manually, look at <kbd>recommended.htaccess</kbd> or <kbd>plain.htaccess</kbd>." ?
If you saw no error, what URL Scheme did you choose out of the 4 choices?
- Raw PHP-style URLs
- Use /pg/ to identify CMS pages
- (Expert-users) Use .htm to identify CMS pages
- (Very-expert-users) Very simple unadorned URLs
Can you give me an example URL, so I can confirm it's not just that you've selected a different URL Scheme.

Is the problem that you saw this error when setting a URL Scheme:
"Before you may enable mod_rewrite support, you must enable it on the web server. If you used the quick installer then the installer will have tried to set this up for you in the <kbd>.htaccess</kbd> file but did not manage it. This probably means that changes will need doing to the central server configuration.
