Cookie Consent update

For those using Cookie Consent option, here is a small template edit which will update you to (and ensure you always get) the latest version.

1. Place a copy of HTML_HEAD.tpl from your themes/default/templates/ directory into your themes/default/templates_custom/ directory.
2. Edit the HTML_HEAD.tpl in your themes/default/templates_custom/ directory and replace the original Cookie Consent code with the code below.
