Description	I noticed some pages are running 500+ queries. Most of those queries are fetching non-elective values from the database. This should not happen.
Additional information	Commit d6859612e6ecb457b3d1f7a8100d386585285cc8 does not fix the issue; it was an attempt to optimise load_value_options

Actually, the edits made in commit d6859612 seem to be working (the values are being loaded from the smart cache on composr.app), but I still see a lot of individual queries to the values table. Maybe the cache is not being loaded in soon enough?
