Description Add a tickbox to the antispam RBL section which allows site owners to disable blocking of Tor exit node / anonymous IPs (which are listed by default in most RBLs).

* For Stop Forum Spam, this causes Composr to send the "notorexit" parameter when doing API checks
* For all other RBLs, Composr simply ignores listings that are tor exit nodes / anonymous ips unless they have an actual spam flag associated

In v11, parameters are defined in antispam.php which can be edited. So an alternate solution is simply to modify the stop forum spam section to have a parameter for Tor, which triggers whether or not notorexit is passed in API calls to SFS.
