Description	The 'site scope' configuration setting is a bit old hat, and its value is only used in a handful of pre-defined areas. As it adds a strange level of complexity for a new user, it should really be removed entirely.

I'm actually going to leave this. Reviewing the code, I can see it is used in a few places. One good example - the exported RSS defines a category and this is used for it. Some Comcode pages also use it, e.g. the privacy policy. Better to have some nearly-good defaults tied to one easy option, than to make the user edit a lot more.
