Description The menu system is displaying menus for pages which the user does not have access to, even when the menu is specifically set to only display if user has permission.

"Only display if has permission" is set, but menu is displayed anyway when the user does not have permission to the page.
Steps to reproduce

Set "Only display if has permission" to true

Check that guests and/or specified groups do not have access to the page.

Load website as a guest, menu is displayed anyway.
