Description	Ability to download language packs from Launchpad, but without having to leave Composr.
Steps to reproduce
Additional information	This is not currently possible because there is no Launchpad API for this. Therefore we cannot implement until Launchpad provide such an API.

Launchpad's translate system is basically dead, nobody is developing it.

It is based on a fork of Pootle. We could switch to Pootle instead, hosting it ourselves.

Or, we could switch to Transifex.

I think I prefer Pootle, as we could integrate it similar to the tracker.

Transifex is excellent, switched to that. Has a great API, and has free Open Source hosting. Very user friendly.

(Pootle too complex to install without spending a lot of time, and is in Python so wouldn't integrate easily)
