Description	Allow different Welcome Emails for each user group. For example, if I had a user group called 'Special Members', I might want to create some specific Welcome Emails to be sent out to members when they are assigned (or manually join) the 'Special Members' user group. Also allow admins (via checkbox) to specify whether the Welcome Email should be triggered to sent on primary or secondary membership assignment.

We'll probably want a new table that shows real join dates for members against usergroups. Use this instead of relying on the f_members.m_join_date, which would not work for usergroup joining (as it is site joining, not usergroup joining) and also we may want to use m_join_date with fake values, e.g. when importing members.
